Fields of Experience
In September, 1982, Mr. Carino formed Executive Security
Consultants (ESC), a security investigative consulting firm. ESC
specializes in the conduct of security surveys and security
training, major investigations and in expert witness testimony
in civil litigation cases involving security negligence charges.
While with Burns, Mr. Carino had security consulting
responsibility for the Eastern Group. His duties included
program management and project development. Specific engagements
involved design and implementation including design of total
security programs/systems for U.S. business and industrial
firms, universities, hospitals, licensed nuclear facilities, and
the aerospace industry; executive protection programs; and
development of guard force qualifications and training
standards.
While employed by Operational Systems Incorporated, Mr. Carino
was primarily concerned with developing computer security and
counter-intelligence/criminal training programs. He served as
Project Director on an Electronics Funds Transfer Security
System project for a major Bank, and development of a training
manual for security personnel at nuclear facilities for the NRC.
In 1977, Mr. Carino took a leave of absence from Operational
Systems, Inc. to establish and direct an off-campus BA Degree
Program for Alvernia College in Criminal Justice and Security
Administration. He served as a recruiter, advisor and instructor
in several Criminal Justice and Security Administration courses.
During this period, he was also an independent Security
Consultant and participated in a very sensitive security
training project for personnel in a foreign nation.
Experience includes in-depth security and loss prevention
surveys of numerous activities throughout the world, training in
executive protection both within the private sector and for
foreign governments and security guard force personnel. He has
been designated a Certified Protection Professional by the
American Society for Industrial Security (Life Member). He has
been an Adjunct Instructor in Security courses at Alvernia
College (BA Program) and St. Joseph’s University (MA Program).
He established and is Executive Director of Intellenet, a
worldwide association of private investigators and security
professionals.
Mr. Carino had 20 years military experience as an Air Force
Special Agent at both the field and staff levels in criminal,
fraud, counterintelligence, and counterespionage investigations,
and executive protection. This investigative experience also
included extensive liaison with counterpart U.S. and foreign
investigative/counter-intelligence agencies. He served as the
U.S. Air Force Representative on the Joint U.S. Military/Drug
Enforcement Administration Investigative Committee on Narcotics
and also The National Task Force on Organized Crime. As Director
of Criminal Investigations, he had responsibility for all
criminal investigations for the USAF. While Director, he
developed and instituted several (then) innovative investigative
concepts and programs, such as an Advanced Criminal
Investigators Course, crime analysis, mobile forensic training
teams, undercover narcotics operations and criminal
intelligence. The investigative caseload under his
responsibility exceeded 21,000 cases annually. In other
capacities, he served as an AFOSI Inspector to check worldwide
USAF management effectiveness and procedural compliance. He also
had responsibility for training, guidance, supervision, and
policy regarding security violations, and sabotage
investigations.
